国标的翻译是正确的，的确是在2个情况都不符合的情况下才要做。 这个问题是英文的语法问题， 否定句中 either...or...等于neither...nor...。

IEC 60598-1 中 12.6 的要求其实被 4.16 引用的。 在 4.16.3 中有提到： if the luminaire does not comply with the spacing requirement of 4.16.1, and does not incorporate thermal cut-outs in accordance with 4.16.2, it shall be so designed that it satisfies the test of 12.6.
