没见过此标准，试翻译一下：
电弧起痕试验
本试验的目的是模拟轻微的电气短路或起弧(由众多因素产生)使绝缘材料表面燃烧的现象。该现象留下产生电气通路的碳附着(或起痕)。重复的起弧和起痕导致不需要的电流通路，高温，及可能导致引燃。

我只看过IEC 60112
可以从IEC 60112得到启发。IEC 60112中的漏电起痕失效的判断是过电流装置动作，或持久火焰。
而且这种失效不是因为在电极间的电弧产生的。

那么可以LZ所述测试，是让放在塑料上的电极间产生电弧。
