玩具踏板车手柄末端的直径是否包括弹性材料？
EN71:The handles on toy scooters shall have an end with a diameter of 40 mm or more.
ISO 8124: The handlebars on toy scooters shall be protected by rounded handlebar grips or plugs of resilient material, which have a diameter of 40 mm or more when measured not more than 20 mm from the end of the grip.

从危险角度看，如果不把整个末端包起来，弹性材料还是没有起到缓冲作用，所以，W认为不包括这些起保护作用的弹性材料。

如果末端没有完全包裹的话，也可以认为保护不当，按照里面的铁管计算。
