Please find the key changes for Wal-Mart Ethical Standards Program in 2009 as following. Please help to communicate the above changes to all appropriate parties in your factory. We highly appreciate your cooperation and support in Year 2009.

1 :  Revised Audit timelines to allow remediation and supplier/factory development. For all audits conducted on or after January 1, 2009:

1.1  Green rating: follow up audit in 2 years (no change)
1.2  Yellow rating: follow up audit every 12 months (change from 6 months to 12 months)
1.3  Orange rating: follow up audit every 6 months (change from 4 months to 6 months)

2 :   All Initial & follow up audits will be conducted by 3rd party audit firm at factories expense ~ Effective April 1,  2009

2.1  The above applies to all audits that would be scheduled/assigned on or after April 1,  2009
2.2  All Validation audits completed by Wal-Mart associates at no cost to factories~ Effective April 1,  2009

3:   All follow up audits will be unannounced ~ Effective April 1,  2009
3.1 The above applies to all audits that would be scheduled/assigned on or after April 1,  2009
3.2  The 3rd party audit firms would be allowed to provide a 4 to 6 week window to the supplier/factories of the audit but the exact date would not be communicated to retain the integrity of the unannounced audit.

4:   Prequalification Audit for Type A GP Suppliers ~ Effective immediately

4.1  A factory will not pass the ES portion of the Prequalification audit if the factory receives an Age violation (1 ~ 2 child labors) assessment.

4.2 The Factory can be passed if a follow-up audit in 30 days confirms the remediation of detected child labors(1 ~ 2 child labors)

2009年度WALMART人权验厂的主要变化, 是让供货商和工厂做响应准备:

2. 从2009年4月1日起, 所有的初次审核和跟进审核由第三方验货公司执行, 由工厂付费(原先初次审核好象是WALMART付费的).
2.1 以上期限适用于所有计划以及安排在4月1日以后的审核(一定要提前申请提前安排昂)
2.2  4月1日起由WALMART的相关机构进行的核实性审核无须工厂付费 - 本人对VALIDATION AUDIT不清楚, 有可能是WALMART自己人进行的审核, 也可能是WALMART的人对第三方的报告进行确认的审核, 你可以再落实一下
3.  4月1日起,所有的跟进审核将是突然袭击式的了,不打招呼, 或不告诉确切时间的.
3.1  适用于计划或安排在4月1日以后的跟进审核
3.2  第三方验货公司会给4-6周的灵活期限, 但不会告诉确切的日子,以确保突然袭击的效果;
4. 合格预选的TYPE A供货商, 立即生效: 看看你是A还是B还是C了. 看来A 很吃香, 有优待
4.1 如果工厂在童工1-2项有NC则ES审核不通过;
4.2 如果30天内进行的跟进审核确认在童工1-2项充分改进,则ES审核可以通过
我的理解是, 合格预选只是强调童工方面. 能进入合格预选,则其他方面,如工时工资之类就适当放宽要求了. 当然, 工厂对基本要求的各个方面还是要有了解的.

Talking with walmart GPS, They told me some points as following:
1. C-TPAT/GVS Audit result is over 71 scores can be accepted
2. For first GVS/C-TPAT audit fail, there is a period (120 days) for factory to improve, and in this periods, new order can be placed and shipment can be delieveried for factory. factory should make correction and apply for second audit in 120 days.
3. If second GVS/C-TPAT audit fail again, no new order can be placed in 12 months, but goods can be shipped, factory must re-apply for audit after a years.
4. A GVS/C-TPAT Certificate valid period is one year and can be shared by several supplier
