d. Short Circuit: inadvertently or intentionally short circuit is not exhibit without using tool during normal use and after abuse

Cords and Elastics:
- Cords on toys: under 18 months. Should be <12 inch long under 5 lbs
- Self retracting cords: under 18 months.
Should not retract more than ¼ inch under 2 lbs. - Pull toys: under 3 years. If cords/elastics greater than 12 inch, can not form a loop.
