LED灯管耐压测试后还要求功能正常？？

关于LED灯管的耐压测试，下面是datasheet中对于耐压测试后的描述，怎么还要要求功能正常呢？
[x] As a result of the sample examination after the test, it was noted the sample did operate normally.

呵呵，此处仅涉及照明产品，医疗设备没搞过。

安规上要求功能不正常是可以接受的,对于消费者来讲,需要正常的产品,哪怕经过了耐压测试..

CSA也这么要求，看来又多了一家。
LED这东西本身就比较脆弱（3.4V左右电压），现在还要求这么高，难做啊。
看来UL 1993中有段话还是稍微人性点：
D.1.5 A device employing a solid-state component that is not relied upon to reduce a risk of electric shock
and that can be damaged by the dielectric potential may be tested before the component is electrically
connected provided that a random sampling of each day’s production is tested at the potential specified
in Table D.1. The circuitry may be rearranged for the purpose of the test to reduce the likelihood of
solid-state component damage while retaining representative dielectric stress of the circuit.

这个是欧洲某家 the third 机构的要求，非标准要求，这点很难做到。
