20.103 Hand-held blenders shall incorporate a biased-off switch, its actuating member being
positioned in a recess or otherwise guarded to prevent accidental operation.
NOTE This requirement does not apply to hand-held food mixers provided with a blender attachment.
Compliance is checked by applying a cylindrical rod, having a diameter of 40 mm and a
hemispherical end, to the switch. The appliance shall not operate.

简单说biased-off switch就是按着的时候才是On的开关，松开就自动断开电路。这个标准条款就是要使用 一个biased-off switch，而且使用一个40mm的半球测试探棒不能触发开关。。。
