Note h: There is no limit for the temperature rise of capacitors that are short-circuited in 19.11.
如这个note中所说,在19.11中可以短路的电容是不限制其温升的,
而在19.11.2中说明了c) short circuit of capacitors, unless they comply with IEC 60384-14;
只要是不符合IEC60384-14的电容,都是要做短路的。

有道理,19.11.1确实使一部分电路的电容免于短路,因为平时做的时候低功率点都是不去判断的,19.11.1的第二条比较难断定,所以把这个漏掉了。
