关于19章非正常试验后的耐压试验

IEC 60335-1：2001+A1：2004+A2：2006的19.13中提到：
After the operation or interruption of a control, clearances and creepage distances across
the functional insulation shall withstand the electric strength test of 16.3, the test voltage,
however, being twice the working voltage.

对于该功能绝缘而言，如果是一个吸尘器，是否只在LN之间打两倍的额定电压？电机上每个线圈之间的电压降也是不一样的，线圈之间也应该是功能绝缘啊？那么这样的耐压试验怎么做？

另外，这条所提到的试验该怎么进行？

有待高手出来解决,但是我想不应该在L和N之间打耐压吧, 个人觉得应该是在L/N和E之间打吧,个人愚见,~!~
