Yes, you are partially right, if wire and cable are used internally, then:
1.You can still use the UL label on the wires&cables which are used internally, then at this time, o4-form is not needed, but normally, no factory will use this way;
2. Do not need to use UL label for the internal use, for example, AWW used in wiring harnesses, or flexible cords used on the power supply cords, but at this time, 04-form must be finished which can show how many wires or cables are used internally and then it will be counted as the label use...

如果电线押出和电线再加工是一个工厂的两个部门,
就可以不用标签,但是要查生产记录,统计生产量.

如果电线押出和电线再加工是两个分别注册的工厂(但老板是同一个)
电线押出工厂的就要贴标签.,要统计标签数量,来确定生产量.
只是,
电线到电线再加工车间后,
电线裁切完后,CSA标签就结束了.
