楼主是在哪个标准中看到芯线不用做老化的这一条的？
据我所知，2464的芯线应该用1007或1061的线，也就是说你做芯线用的是1007，就应按1007的标准要求做芯线老化，若用1061，则应按SRPVC的要求做老化。附STYLE PAGE给你看一下。

Instructions Detailed Examination of the cable assembly and jacket.
to UL Physical Properties of Jacket.
Representative Dielectric Strength Test, 1500 Volts (shielded cable only).
The designation of all Styles of the individual conductors used making up the cable assembly shall be available, and the UL Representative’s tag shall indicate if the Style is labeled or not. If they are not labeled, the appropriate Follow-Up Tests shall be conducted.
