1. CURRENT POSITION ON THE DEVELOPMENT OF REVISIONS AMENDMENTS
T O EN 71 -1 STANDARDS
 Revision to EN71-1 : 2005 based on directive 2009/48/EC publication before 20 July
2011. Harmonisation within the Official Journal (OJ) will also need to be carried out
by this date.
 EN71-1 / pr A10 Mechanical and physical properties
Amendment relating to cords, elastic cords and chains. Publication forecast
12th November 2010.
 EN71-1 / pr A11 Mechanical and physical properties
Amendment concerning suction cups on projectiles intended for children over
36 months. Publication forecast 12th November 2010.
 EN71-1 / pr A12 Mechanical and physical properties
Amendment relating to bicycles, scooters and ride-on toys, covering definitions,
requirements, test methods and rationale for ride-on toys with a backrest and learn to
walk toys. Publication forecast 12th November 2010.
 EN71 – 1 / pr A13. Work deleted.
 EN71-1 / pr A14 Mechanical and physical properties
Amendment concerning suction cups on strings and expanding materials.
Publication forecast 13th December 2010.
Also included in the revision to EN71-1 : 2005 are :
 Amendment concerning clarification of tip over test.
 Amendment concerning filling materials and seams and materials on soft filled toys.
 Amendment concerning interpretations
Other potential amendments after the directive 2009/48/EC comes into place are :
 Amendment concerning acoustics
 Amendment concerning toy books
 Amendment concerning small balls and similar items
 Amendment concerning legibility of symbols and warnings (likely to be based on the Technical guidance document once published).
 Amendment for a bite-off test for mouth-actuated toys and toys designed to be placed in the mouth and toys intended for children under 36 months.
Publications and harmonisation
EN71-1 : 2005 + A9 : 2009 has now been published and referenced in the Official Journal (OJ) and therefore giveS presumption of conformity to directive 88/348/EEC until 20th July 2011 when the EN71-1 : 2011 will take over.
It should be noted that the OJ does not give presumption of conformity to "Suction cups as an impact surface on projectiles intended for children over 36 months" (torque test and a 90N tension shall be used during testing).Mechanical standards.
 EN71 Part 2 Flammability - June 2011
 EN71 Part 8 Swings, Slides and similar activity toys for indoor and outdoor family domestic use – July 2011 with the possible exemption of the swing impact test which would need EC type approval.
There is a possibility that aquatic ride-on toys larger than 1.2 metres will fall outside the toy regulations whilst items that are propelled into free flight by a child releasing an elastic band will be brought back into the toy regulations.
