是不是不用去考虑外壳的UL-94的等级，任何料包括HB的都可以用？然后去使用GLOW-WIRE测试去评估就可以？

No. As testing cost, most certification company would nont test all the insulate materials, but indetify by the the flame class.
In IEC 60335 30.2 said if the insulation material is above V0 or V-1, it would not be tested and regarded as meeting the requirement directly.
there is a nother IEC requirement to define class, the testing method most same as UL94,
