为何selv电路不能接地？

GB8898-2001 15.2 或EN 60065-2002 15.2 Provision for protective earthing: the third paragraph---
In supply apparatus of CLASS I with non-hazardous live output voltage, output circuits shall not be
connected to the protective earthing conductor.
同样，在EN 60335-1中，也有同样的要求：
27 Provision for earthing: the fourth paragraph-----
safety extra-low voltage circuits shall not be earthed unless they are protective extra-low voltage circuits.

为什么？

我觉得：
SELV电路的电压是RMS 42V(空载RMS 50V)，根据8.1.4这个电压不是"not considered to be live"，但是由于SELV，由安全隔离变压器供电，所以可以认为是安全的！但是当其接地，就不是隔离的了，就不属于SELV的范畴了，即不认为其是安全的电压了，所以不能接地；接地后，
只能认为是PELV了。

关于EN 60335-1中的要求，是否可以这样理解：
一但SELV电路同保护接地连接，应该定义为PELV电路，按照PELV电路要求考虑。
（protective extra-low voltage circuit:
earthed circuit operating at safety extra-low voltage which is separated from other circuits by basic
insulation and protective screening or double insulation or reinforced insulation.）

个人的理解,可能有误,欢迎指正.
1) 从功能上, SELV电路接地的话,应该是不能正常工作的.
2) 从安全角度, EN地线与LN间是基本绝缘的,不论是供电还是产品电路. 这样SELV一旦接地,则与L,N只有基本绝缘,安全上不允许. UL的地与N是连通的,就更不行了.

但EN 60065-2002A12006里面就没有这段话了

在8898里可能这样解释, 次级电路不应接到保护接地上去,只接到功能接地上去.
