灯具控制器标准的理解？

在学习灯具控制器EN61347-1标准，对于标准：
14.5 Compliance is checked by operating the lamp controlgear at any voltage between 0,9
and 1,1 times the rated supply voltage with the lamp connected and with the lamp controlgear case at tc; then, each of the fault conditions outlined in 14.1 to 14.4 inclusive shall be applied
in turn.

The test is continued until stable conditions are obtained, and the lamp controlgear case temperature is measured.

the lamp controlgear case at tc 有点不理解，是说控制器要在环境温度为tc的情况下进行测试吗？
另外要求测量控制器外壳的温度，但标准没有要求考核这个温度，测量的目的是什么，是作为材料球压测试的参考吗？
