BSI之Quality plan guidance notes部分条款理解

我司生产的BS1363-1不可拆插头样品已送交BSI测试，现收到BSI的Quality plan guidance notes（品质计划指导注意事项），有些条款理解不够，望BSI同仁指导：
一.Audit Testing---Samples representative of Kitemark production shall be audit tested to the relevant clauses of the product standard to be agreed with BSI, at a minimum rate of two per annum
此Audit Testing是否为每年至少二次的监督审查时的抽样测试？

二.Type Testing——Samples of each type of appliance coupler shall be tested to the full requirements of the product standard at a minimum rate of once per annum. In the event of a type test failure BSI shall be notified immediately.（每种器具的样品应按产品标准的所有要求测试，至少每年一次。一旦型式测试失败，应及时通知BSI.）
1.型式试验一般为申请认证送样时进行的全项目测试，除非原材料或设计更改，须再测试，否则不再进行型式试验，而此确规定每年至少一次，有作用吗？。那这可替代Audit Testing（唯一区别是：Type Testing两次，Audit Testing一次）
2.“一旦型式测试失败，应及时通知BSI”这更不易理解了，型式试验一般在BSI指定的试验室测试，如何要求生产厂立即通知BSI，

三.Cross reference to the quality system. If points are covered in the quality manual then reference to the particular part could be acceptable except for details of 100% and Audit tests that should be detailed.

一的理解是正确，BSI要求生产厂商每年送两次样到BSI进行测试作为监督测试。上半年一次，下半年一次。抽样由生产厂商自行完成，测试后会出测试报告。若测试失败，需提交改善报告。但是否需再送样测试就说不准了。

二是要求生产商每年要进行一次所有器具耦合器产品的型式测试，测试应该是在工厂做，BSI年度审厂时要提供测试记录。测试失败要通知BSI。这应该没什么问题。

三是品质体系的交叉参考。大意是如果品质手册中包含（要求的）内容，则参考此特定部分是可接受的。但是，对100%和监督测试的部分不予适用，需予以详细规定。这点好办，你按CCC的生产过程监控和运行测试监控做BSI的就没问题了。
