So far as I know, Norway gets the MRA (Mutual Recognition Agrrement) with the European Union (EU). Hence, I think Norway should accept CE Mark. That means you may refer to the EU Safety requirements.
To clarify this, you can consult NEMKO directly because this test laboratory is the Notified Body of Norway.
