请教60335-1中Clause.24.6的理解

60335-1:
Cl.24.6:The working voltage of motors directly connected to the supply mains and having
basic insulation that is inadequate for the rated voltage of the appliance, shall not exceed
42 V. In addition, they shall comply with the requirements of annex I.
Compliance is checked by measurement and by the tests of annex I.

对此条款不是很理解：
1、basic insulation怎么样才算adequate的呢？最好能举例说明。
2、关于42V的限制，比如一个使用串激马达的产品，马达的电压肯定超过42V，为什么不受此条款限制？并且好像串激马达也不需要做annex I的。难道因为串激马达的基本绝缘是“adequate”的吗？
3、比如一个使用直流马达的风筒，直流马达的电压是不是不能超过42V?

是指带电部件到轴，定子转子的爬电距离和电气间隙满足基本绝缘。
2、关于42V的限制，比如一个使用串激马达的产品，马达的电压肯定超过42V（这个满足上面问题1那个要求就可以了），为什么不受此条款限制？并且好像串激马达也不需要做annex I的。难道因为串激马达的基本绝缘是“adequate”的吗（吸尘器的都是满足要求的，至少是基本绝缘的）？
3、比如一个使用直流马达的风筒，直流马达的电压是不是不能超过42V?（对于高于42V的，必须满足问题1的要求，低于42V的，如果满足基本绝缘要求，不需要测试annex I的，如果不满足1的要求，则需要进行annex I的测试）

意思是：
直接接到市电的电机如果其基本绝缘达不到器具的额定电压所要求的基本绝缘，则此电机的工作电压不能超过42V，而且还要做Annex I的测试。
