1.依据”商品验证登錄及自愿性产品验证工厂检查作业程序”及”商品验证登錄
及自愿性产品验证工厂检查作业要点”制定此說明资料。This information is
prepared according to “Commodity RPC/VPC factory inspection procedure” and
“Commodity RPC/VPC factory inspection operation guidance”
＊2.申请对象：欲办理验证登錄符合性评监程序七及自愿性产品验证之工厂检
查。Applicable Subject: Anyone who like to apply module 7 (factory inspection) of RPC
and VPC factory inspection
3.申请作业Application process：
(一) 受理窗口：财团法人台湾电子检验中心(简称ETC)产品安全试验部国际
合作课。

(二) 需检附下列文件(The following documents should be provided prior to
project establishment)
(1) 工厂检查申请书。(Application form of factory inspection)
(2) 工厂基本资料表。(Fundamental information of factory)
(3) 工厂位置图。(Location map of factory)
(4) 工厂平面配置图。(Layout diagram of factory)
(5) 制造流程图。(Manufacturing flow chart)
(6) 检测方法概要。(Brief inspection/testing method)
(7) 产品之型式试验报告或已申请型式试验之证明文件。(Type test
report or already test applied proof)
(8) 代理国外生产厂场申请工厂检查者，应检附委任书及证明文
件。(Letter of Authorization for Application of factory inspection
and relevant proof document)
(9) 其他经标准检验局指定之文件。(Other document required by
BSMI)
(10) 经济部标准检验局或其认可之CNS12680 系列质量管理系统
登錄证书。(IS09001 certificate issued by BSI or approved
certification body)
前(3)~(9)项若为外文者，ETC 得要求申请人加附中文译本。
(ETC may ask for document with Chinese translation if document for item
3-8 are in foreign words)
(11) 项非必要文件，但若提供的话，得免检查部分项目。
(Document for Item 10 is not necessary document)
(三) 受理时，即需核对申请资料，有不齐全时可视情形於执行初次工厂检
查前提供给本中心。(We’ll review all your sent document when handling, if not
complete, we’ll not establish project, however in some cases, we can accept
establishing this application, but applicant must make it complete before our factory
inspection execution)
(四) 收费依本中心之规定。(Inspection fee will follow our center’s requirement)
4.检查人天原则视工厂申请范围多寡/人數等情形而定，并经客户确认。
(Inspection man-day will depend on the applied product category (ies)/factory employees
and confirmed with applicant)
5.检查项目：(Audit Items)
(1) 符合制程要求之制造设备。(Manufacturing equipment in
compliance with manufacturing process requirement)
(2) 符合采购规范之主要零组件及原料。(Critical component/material
in compliance with purchase regulation)
(3) 符合制程需求之制造流程。(Manufacturing in compliance with
Manufacturing process requirement
(4) 基本检测设备。(Elementary inspection/testing equipment)
(5) 专业检测人员训練。(Inspection/testing specialist training)
(6) 测试设备之校正。(Calibration of inspection/testing equipment)
(7) 检验与测试执行情形;。(Execution of inspection/testing)
(8) 消费者服务及顾客抱怨之处理。(Complaint handling of
consumer/customer)
(9) 已验证产品之情形与变更。(Change and status of certified product)
(10) 经济部标准检验局对个别商品种類订定之工厂检查特定要
求。)Other special requirement from BSMI for specific product)
6.初次工厂检查结果符合规定者，将发给工厂检查报告。(Inspection certificate will
be issued after positive review of initial factory inspection)
7.以工厂检查报告取得商品验证登錄之生产厂场，须接受後续工厂检查的安
排，原则上每年至少一次，但情况特殊者得增加检查次數。(Factory registered
under RPC with factory inspection report must be inspected periodically, once per year in
the minimum; however inspection frequency can be increased in some special situation)
8.後续工厂检查时应执行取样，查核与验证登錄模式二原型式之一致性，必要
时进行测试。(During performing follow up inspection, sample request is required to
check the consistency with original product type as mentioned in module 2, also test
conduction if necessary.)
