标题: UL1598中有关节手指是否能碰到基本绝缘？
UL159817.4章节提到关节手指不能碰到带电部件。
那么请问是否可以碰到基本绝缘呢？

UL1598中所说的带电部件指的是5.3.2 中列出的需要外壳的部件：
5.3.2 All splices, open coil devices, capacitors, leads or terminals for field connection of supply wires, and other arcing live parts shall be provided with an enclosure.
需要外壳的原件如上，接头，铁心线圈式设备，电容，用于最终现场接线的电线及线头等。
还有几个例外条款。如灯头，起辉器，600VAWM电线带套管等，详细例外情况请参考6.13.3，accessbility of live part。

也就是说没有能不能碰到基本绝缘的问题，能碰到的东西在6.13.3章节？

美规标准里并没有所谓的基本绝缘的定义
只需要依照二楼同志的解释进行判断即可
