8.1.1要求：
It shall not be possible to touch live parts or live parts protected only by lacquer, enamel,ordinary paper, cotton, oxide film, beads, or sealing compound except self-hardening resins,with the probe.

那么，如果带电部件是由一层不符合基本绝缘要求的材料来保护，比如热缩套，可否被触及？
