19.13 After the operation or interruption of a control, clearances and creepage distances across the functional insulation shall withstand the electric strength test of 16.3, the test voltage, however, being twice the working voltage.
句中的a control是指什么？包不包括保护器（protective device）, 如fuse, thermal link, thermal cut-out?

举个例子：

如果保护器（Fuse 或thermal cut-out或thermal link）的两条引线之间的功能绝缘的爬电距离不满足29章的要求，则要在19章做短路。但19章只要求做单一故障，也就是说保护器的功能绝缘短路故障和其他故障不能同时实施，这样一来，保护器的功能绝缘的爬电距离不足也没问题。这时是不是要用上面列出的19.13的条款来确认保护器断开是不是可靠？

这样是否意味：如果在19章的故障测试后，在已断开的保护器的两端打2倍耐压的测试通过，则保护器的两条引线之间的功能绝缘的爬电距离可以不满足29章的要求？

是的，这就是为什么有些器具的结构中有两个保护装置。
