Although I am not so clear about your question, but my suggestion is:
1. Firstly you must be clear that which kind of pollution degree your products are covered. for example if pollution degree 3, then the condensation is normal, so under this case, you must let the clearance and the creepage distance big enough to fulfill the requirements of the related products, as well these distances are also related with the materials' characteristics...
2. Secondly, if you are already clear the pollution degree of your products, and you also know that the current spacings of your products can not fulfill the requirements of the related standards, then at this time, you also can reference your products' standard, and I think there must be some descriptions about how to compromise the requirements of the spacings, such as coating on the PCB and add some enclosures, or something like this, so read it carefully, then you'll know how to deal with it..
3. Finally, make a conclusion, at the total begining of the design, there must be a clear defination about your products, such as which pollution degree, IP class, overvoltage category and etc, then the designers can have an outline to correctly design the products, so as safety engineer, you must know the standards better than others, then you can give and show the instructions to the related guys...
