13 & 14, by my knowledge, are same tests by different name, since they mean a same thing, the surface adhesion, while 13 is the name, 14 is the method.
There was another method of finger nail scratching check, but no fixed standard available.

Defectives for plastic parts:

2. Flow mark
3. Colour variation
4. Bur
5. Flash mark
6. Deformation
7. Breakage

Flash mark is the extra part usually on edge of products, where the moulds meet. When the moulds were not perfectly meet, there will be some extra material, which should be trimmed, to have the product appear neat and uniform.
Burr is the rough extrusion area on surface or edge. The burr might be flash mark, and not be.
Some flash marks are rough, so simply, it can be described as Burr.
Above is just due to experience. I am not so professional on plastics. Hope to get your correction. tks and HAPPY CNY!!
