What is EN 71-9?
The Toys Safety Directive 88/378/EC

sets down safety criteria and essential requirements which toys must meet before being placed on the EU market. It is said that toys must not present a health hazard by ingestion, inhalation, skin or mucous membrane contact. Until now the only standard used to assess these risks has been EN71-3 but it is limited in that it only considers risks presented by 8 heavy elements through ingestion.
The European Committee for Standardisation (CEN) developed the EN71 Toy Series of standards to identify and regulate issues in toy safety, including EN71-9: 2005 Safety of toys - Organic chemical compounds: requirements.
EN71-9 specifies the requirements for migration or content of certain hazardous organic chemical compounds from /in toys and toy materials through all possible exposure routes: Mouthing, Ingestion, Skin contact, Eye contact, Inhalation, used as intended or in a foreseeable way.
